Apostle Rev. Dr. Phillip T. V. Samlalsingh was born on November 20, 1960, in San Fernando, Trinidad, into a respected and successful business family. Raised in comfort, he initially had little interest in spiritual matters, regarding Christianity as a cultural formality. However, in 1977 his life was forever changed when his father passed away suddenly. This event opened Phillip’s eyes to his need for God. At the age of seventeen, during a prayer and Bible study led by Rev. Arnold Gajramsingh, Phillip surrendered his life to Jesus Christ and was gloriously born again.
From that moment, Phillip pursued God’s purpose with zeal. He immersed himself in Scripture and prayer, seeking the Lord’s will for his life. Even as a young businessman, he boldly shared his newfound faith with colleagues and leading businessmen across Trinidad. His passion for evangelism often led him to create opportunities to preach the Gospel wherever he could.
In 1978, Phillip met Susan, a young believer who would later become his wife and lifelong partner in ministry. In 1979, he was baptized and joined Jesus Deliverance Centre under the mentorship of Rev. Wilson Rampersad, who became his spiritual father. Phillip and Susan were married in 1981, with their union blessed by Rev. Rampersad and Rev. Carlyle Chankersingh.
In 1982, Phillip experienced a defining moment in his bedroom when he audibly heard the voice of God saying, “Preach my Gospel.” From then, ministry doors opened, and he began preaching with increasing intensity. He later attended the Morris Cerullo School of Ministry (1985) and soon after launched into itinerant evangelism, producing Gospel tracts, conducting crusades, and preaching across churches in Trinidad.
By the mid-1990s, Phillip’s ministry had expanded significantly. After preaching in the Hindu community of Barrackpore, he established a congregation there. In 1997, he and Susan purchased land at Rochard Douglas Road, Barrackpore, where they founded Miracle Church, now the headquarters of the Trinidad & Tobago Christian Outreach Center (International). That same year he was ordained by Apostle Rev. Dr. Arnold Gajramsingh.
From this base, Phillip’s ministry took on an international dimension. He preached in the United States, India, Canada, Colombia, and Guyana, attended training under renowned leaders such as Pastor Rod Parsley and Rev. Billy Graham, and served as President of the Barrackpore United Churches Association for three years, organizing community-wide evangelistic crusades.
Phillip is also a prolific author. Beginning with his first publication in 2005 (Miracles: Revelations of His Will), he has written more than a dozen books covering Christian living, deliverance, faith, eschatology, and the Holy Spirit. Many of these were revised and expanded in 2025, ensuring that his writings continue to edify new generations. All his books are published internationally and available on Amazon.
Alongside preaching and writing, Apostle Samlalsingh supported orphans in India and the Philippines, founded schools of Biblical Studies and Ministerial Leadership in Trinidad, and launched Love in Action ministry in Pakistan. His church also embraced modern outreach, expanding online through livestreams and a global website that has reached over 123 nations.
In recognition of his ministry, Apostle Samlalsingh has received honorary doctorates, certificates, and ordinations from several international Christian institutions. Yet his greatest joy remains in preaching the Gospel of Jesus Christ, teaching the Word, ministering deliverance, and equipping believers for service.
He has been happily married to Rev. Loretta Susan Samlalsingh since 1981. Together, they co-pastor Miracle Church. They are blessed with three children—Racheal, Reuben, and Richard—two daughters-in-law, Rebecca and Karishma, and five grandchildren: Joshua, Naomi, Israel, Isabella, and Annastasia (Anna-Grace).
As of 2025, Apostle Rev. Dr. Phillip T. V. Samlalsingh celebrates 45 years of walking with Christ, 30 years of Miracle Church, and over four decades of fruitful ministry. Known as a passionate evangelist, compassionate pastor, and faithful servant of God, he continues to proclaim liberty to the captives, manifest miracles by the power of the Holy Spirit, and prepare the Body of Christ for the coming of the Lord.

Early Life & Conversion (1960–1977)

Birth: Born November 20, 1960, in San Fernando, Trinidad, into a respected family of successful businesspeople.

Upbringing: Raised in a comfortable environment where Christianity was nominal, viewed only as attending church when convenient.

Turning Point: In 1977, his father died suddenly. Like Isaiah after King Uzziah’s death, Phillip’s spiritual eyes were opened to his need for God.

Salvation: At age 17, during a prayer and Bible study led by Arnold Gajramsingh, Phillip surrendered his life to Jesus Christ and was born again. From then on, he passionately studied the Bible and sought God’s will.
Early Ministry Formation (1978–1985)

1978: Met Susan, who had already committed her life to Christ. She would later become his wife and lifelong partner in ministry.

1979: Baptized and became a member of Jesus Deliverance Centre, under the mentorship of Rev. Wilson Rampersad.

1981: Married Susan. Wedding officiated by Rev. Wilson Rampersad and Rev. Carlyle Chankersingh.

1982: Received a clear call from God through an audible voice saying, “Preach my Gospel.”

Evangelistic Ministry & Growth (1987–1996)

1987: Began writing Gospel tracts and preaching in street meetings and crusades.

1990–1994: Preached across established churches in Trinidad and organized tent crusades.

1994: Received an honorary diploma from Trinidad & Tobago Pentecostal Assembly Inc. Bible School.

1995: Sent as an evangelist to Barrackpore, a predominantly Hindu community.

1996: Restored a dilapidated building in Barrackpore for worship services.
Founding of Miracle Church (1997–2000)

1997: Purchased land and building at #105 Rochard Douglas Road, Barrackpore. On June 1st, held the first worship service of Miracle Church.

The Apostle carries an anointing from the Holy Spirit that commands great respect in the realms of the spirit world. Devils, demons, principalities and powers recognize this authority, and as a result they are hindered and restricted in carrying out their diabolical plans. Jesus, our Apostle and High Priest carried this power in His earthly ministry and as a result healing and deliverance came to all that were oppressed of the devil. In the kingdom of darkness the ministry of the apostle is dreadfully feared because of the power it has to destroy the works of the devil, but in the Kingdom of God the office of the apostle is exalted because it brings divine order, structure and stability within the church. The ministry of the apostle aligns the church with the kingdom of God and equips the body of Christ to storm the gates of hell and set the captives free. The apostle carries the power of the Kingdom of God wherever he goes. He carries righteousness, and peace, and joy in the Holy Ghost (Romans 14:17). He carries and imparts spiritual gifts to the body of Christ (Romans 1:11; 2 Timothy 1:6). The ministry of the apostle is by no means superior to the other four ministry gifts to the church, however, while the fivefold ministry given to the church are equally important, the apostle's ministry is uniquely different. For example, the Prophet sees into the Kingdom of God and reveals it. The Evangelist sees into the harvest of God and reaps it. The Pastor sees into the flock of God and nurtures it. The teacher sees into the word of God and explains it. But the Apostle sees the overall condition of the church and addresses it. The apostle's ministry is not to dictate but to indicate. The apostle will examine and determine the general condition of the church and address it with godly wisdom, insight and revelation. The apostle is to ensure that the gospel is correctly interpreted by the church and effectively disseminated through the church to the world.

The ministry of the apostle is for the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ: Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ: that we henceforth be no more children, tossed to and fro, and carried about with every wind of doctrine, by the sleight of men, and cunning craftiness, whereby they lie in wait to deceive; but speaking the truth in love, may grow up into him in all things, which is the head, even Christ: from whom the whole body fitly joined together and compacted by that which every joint supplieth, according to the effectual working in the measure of every part, maketh increase of the body unto the edifying of itself in love (Ephesians 4:12-16).

In conclusion, the apostle is not appointed by man, he is ordained and anointed by God. Jesus said, "ye have not chosen me, but I have chosen you, and ordained you, that ye should go and bring forth fruit, and that your fruit should remain: that whatsoever ye shall ask of the Father in my name, he may give it you" (John 15:16). The office of an apostle is God's gift to the church and a special blessing to the believer in Christ. It is important for the church to receive the ministry of the apostle with gladness. Our Lord Jesus had (12) apostles and through them He blessed the whole world with the message of the gospel. In fact, Matthew 10:40 records Jesus saying, "He that receiveth you (the apostle) receiveth me (Jesus), and he that receiveth me receiveth him (the Father) that sent me (Emphasis added). Therefore, the receiving of an apostle is an opportunity to know God the Father, God the Son, and God the Holy Spirit. Jesus actually gave His apostles power to release a blessing and retain a blessing, depending on the response and receptivity of the person (Matthew 10:11-14). Jesus continued to say, "He that receiveth a prophet in the name of a prophet shall receive a prophet's reward; and he that receiveth a righteous man in the name of a righteous man shall receive a righteous man's reward" (Matthew 10:41). This is a divine principle.
Our Lord is offering rewards to them that simply receive the ministry gift that He sends us - the Apostle. Therefore, He rewards the one who receives the ministry gift of an apostle - with an apostle's reward. To God be the glory for the ministry of the apostle
